I don't think it really matters yet. I think level 1 stealth is cheaper than level 1 attack right? Keep the amount of money you have laying around low. Wait till you have 600 moves to use then make a run at getting enough to buy the attack if you fall short spend it on stealth it won't be a waste as you are going to need it for sure at some point. Security was not a waste either imo.

I am more and more convinced the proper method is to save up a ton of moves and then plan out a near perfect run with a mix of attacks and searching in the mountians to lower you wanted level as you do this. Then for the last 100-200 moves switch to %100 searching to try and get your wanted level to 0 so you defend well when you get attacked. If you work it out right and have little or no money for people to steal you don't even need to lower you wanted level lower than 4 or 5. So always collect only as much money as you can spend so people that do steal from you will be frustrated with the amount they get.

It will be slow and boring but I don't see how it won't work for the first 6 upgrades or so.
