Little of both.

Those are 40 X 36 $50 jeans that I got for $10 so the legs are giant because they're designed for somebody a lot taller. I'm like a 38 right now, but could fit into a 36. It's actually the same size pair I'm wearing in the pictures today. I usually wear my jeans baggy, but not that much.
