Rat-holeing is wrong. However it happens and its the rooms problem to fix.
The scum that left with your money and came will not get suspended or even emailed. The bug will be fixed end of story.

Should his account be suspended: Yes, he's an angle-shooting douchebag who's exploiting a bug to get around a site's TOS. This is not really different then someone caught playing multiple accounts to play on extra tables in violation of a site's TOS. 2. Should the funds be returned: No. Edit: After reading the rest of the thread, including the fact that this isn't actually against the site's TOS, I'd like to change my answer to "1" to: No, but he should be warned not to do it again and the software should be fixed.
