I was thinking that with two claims we would lynch one of them and have a 50% chance of hitting the wolf but I guess we would just leave them both alive, until we reached a point in the game where we had to pick one.

Yeah, we wouldn't want to hurt ourselves by lynching Sam. Let's just make the wolves waste as much time as possible in finding Frodo/Aragorn/Gandalf.

If another Sam comes out, that's just going to open the wolves up to damage from our seers based on votes, what he says, etc. Gandalf & Frodo especially will have a lot more to work with.

The way I see it, it's only an advantage to us that Sam comes out when Frodo finds a peek that is an immediate advantage for us.

So he should come out if he knows a wolf or we're about to lynch a villager he peeked, but not before then.
