This is worth considering but I think it allows White to trade off a pair of rooks. 21...Qxd4 also needs to be looked at, but I am liking 21...Ne4 right now as I think it keeps White tied down a little more than the other choices.

R8e2 can be met by Be5. One possible line is something like:

... Rxa2
Bxf6 Qxf3+
Kxf3 Rxa1
Rxa1 gxf6

That's all just in my head, so may be inaccurate. We win the pawn back but White has a very good passed pawn and I'm not sure the endgame can be held.

What will White's response be to Ne4? Neither rook can move to d1. Rae1, with the idea of Be5 after Rxa2, would I think lead to a similar position as the line above. The conservative choice would be Be3 - what then?

In your line, you're "hanging" something! It's just in my
head, but 21...R8e2 22. Be5? may be answered by 22...Ne4
with the idea of ...Rxe2+ so that White will have to play
23.Rac1 which probably won't hold.

The above is moot since 21...R8e2 22. Rac1 trades a pair of
rooks.

I think the two candidate moves worth considering are
21...Ne4 and 21...Qxd4. I am not sure if the latter will
lead to an equal position (isn't Black looking for more?).

Agreed. I like Ne4 right here.
