I think he means "added rakeBACK to existing accounts." FTP is authorizing existing accounts to get rakeback, provided you didn't sign up under an affiliate in the first place. It's a very good ploy to get some of Party's refugees.

I believe all you need to do is pick an affiliate and basically just send them your screenname.
