I feel sad that anyone would have an animal and not cry when it died. They must not have cared much for it when it lived, or maybe just have problems.

By cry, do you mean showing emotional compassion, or just the physical act of crying? I think this statement is a pretty snap judgement to make about how people deal with their own grief about their pets.

Maybe I'm a little sad that they would deal with their grief in a way other than crying, even if it doesn't happen right away. It has taken me many years to come to the point of getting a cry out about this or that thing. I think I would have been better off just getting it over with right away.

But I was more addressing people who don't feel much grief rather than people who don't know what to do with it, or handle it in some way more arcane or in need of explanation than a simple honest cry. I haven't been much of a cryer in life myself, and sometimes that's been a good thing, but overall I think I'd rather feel too much, and maybe even cry too much, than feel too little or cry too little, if that makes any sense.
