A custom title won't prevent him from creating a new login & scamming another forum. An IP ban will at least slow him down. Next time he might scam someone who can afford to lose less than Jam.

No, greens don't have the tools to do this. Reds might, but as far as I know, nobody has ever been cross-checked in this way. I dont think the tools exist.
