pop him on the flop villain has KQ or you have the same hand, i dont really see 34 almost potting this flop, maybe if villain is aggro he could be doing this with a5 but I definately think a reraise is in order to figure out where you are

Stacks? I don't think calling him down here is a good idea. If he's got a set and pots every street you're a/i on the river anyway. I'd make it 10 and look what he does. If he comes over the top you can fold.

Drawy board, I like a solid raise here. If a club falls on the turn you can check behind and hope to outflush him on the river. This is assuming normal stacks. Make it 10 or so.
