Nope, it's there for everyone. I can't speak on whether or not all prisons have cable, but the ones that i'm familiar with in Virginia all do. It's not a full package though... you get like 13 or 14 channels. Also there is a channel that is hooked to a DVD player, and on weekends they played three movies on repeat. The movies were usually new releases. I saw Crash, Batman Begins, Mr. and Mrs. Smith, and others in prison.
