I think this is a leak. if you check-raise him all in, he's not calling without at least a Q - cliche, but you'll only get called when you're beat.
I mean, you do have an underpair, so you have to be careful with it. AQ, KQ, QJ, QT are all possible hands that villain could have, and he's not folding when you c/r all in. however, he WILL fold ace-high if he bets and you raise

Well being that he only has 630 left, I'd probably only raise him all-in if he bet 200+. If he only popped 100 I'd most likely just call and let him try again on the turn. If he bets 200+ then I put him all in and he's calling with a ton of hands that I beat including all 9s, lower PPs and even bottom pair, considering how little he has left. I don't think I can play this hand worrying about him having a Q.
