Seriously? Toby is the rules guy and has shot down a lot of Michael's crazy ideas and is seen as a killjoy.

Yeah I think it starts in the casino night episode. Michael wants to have fireeaters or something and boyscouts and Toby won't let him. Then it becomes a running joke.

There are definitely indications before that that Michael doesn't like Toby. It's just one of the gags associated with an office: management doesn't like HR. The line in Casino Night is definitely an awesome highpoint of this running gag, though.

In season 2 Booze Cruise thats where I first noticed Michael's disdain for Toby. In deleted scenes he is givng everyone ship titles(of course he is the captain) and he says Toby can be the anchor.
Also , if my memory serves me correct, in the original airing of Booze Cruise Toby is seconds late and Michael won't let him on the boat. Its weird because on the DVD it shows this as a deleted scene rather than the part of the original. But I guess the point is it is the first
overt sign that Michael can't stand Toby.
