If their license was suspended, wouldn't they have to shutdown all operations? Or am I thinking of something that would happen only if a license from KGC meant something?

Well, the KGC approved some regulations a couple weeks that, in effect, said:

in order to operate, all poker rooms in Kahnawake must obtain a license from the Kahnawake Gaming Commission
