I agree with keeping the <200k SNs happy but I'm very anti-freerolls without giving SNs the option of opting out. I think Stars should avoid any benefit where A gets EV from B losing EV. Communal benefits cause issues as someone will always feel jilted.

I'd say a $2000 milestone at 150k or even $2500 if the budget allowed for it might satisfy everyone. It is more impressive then $100 a week to get it all at once. It still only costs Stars $1250. It is equal for everyone.

The $2500 would make SN milestones = $30k which is a nice round number for marketing purposes.
