The total budget it is not fixed. It is variable to the number of VPPs people earn. The reason I think this part is fixed is because Scotty offered us those two options.
The problem with the freerolls is that they are communal rather then individual. As such Stars needs to estimate the total number of SNs and have a fixed budget.
The argument that the fixed part has to increase with the number of new SNs ignores the fact that the freerolls represents a very small fraction of the total spent by Stars per SN. As such it would increase very slowly.
