This stuff isn't simple, by any means. You can't use a rule of thumb to determine "race" without getting absurd.
The mother and father contribute equally to the phenotype of the offspring (ignoring technicalities), so it doesn't matter which is which. Most "black" people have plenty of "white" in them. Africa is a large continent and there are many ethnicities there, so even a "pure black" person can't be easily classified. And when a child is born, his genotype (and thus phenotype) is largely random, so it varies from case to case.
