If neither is working then you have a DNS issue.
You can try Taylor's advice re: start -> run, then type "ipconfig /flushdns", then hit enter. Don't type the quotes. Then try refreshing.
Usually you could just go right to the IP address for most websites (
http://66.209.214.49), but in this case some joomla config files are preventing that from happening.
