I would raised larger to about $33 on the flop because you want to get more money in now before a card comes that kills your hand or beats you. It also makes the turn easier to play if the flush comes and makes him more likely to call if the turn brings a 4str8 and he doesn't have it.
As for the turn, it's an easy call since he raised pf from the blinds and the only hands within most ranges in that spot that you lose to are AcJc and AcTc.
