when you raise preflop, you put almost half of your stack in. that's not good. if you raise all-in, you have more fold equity from that kind of hands that called you in this case. futhermore, when you go all in and someone calls, you get to see ALL five community cards, not just the flop.
as played i probably fold flop. matematicly you're not getting the right price. since he's a bluffer, as you say, the call isn't bad though. but the main lesson here is that you should have went all-in in the first place.
