When it's been analyzed it's estimated 61% of calls were not actual medical emergencies. This depends largely on the area.
Some people make these calls for attention. Some because they do not have transportation or do not really understand the purpose. And a lot are people who freaked themselves out and genuinely believed they had an emergency. It's very common for someone having a panic attack to believe they are having a heart attack.
