I don't think he does a lot of bluffing...at least I've not seen it. That's why I thought this would be the cheapest street to raise and see what's up.
I will say this, tho. If he's paid attention, I've gotten aggressive with him on draws many times and have mixed up my play well against with with monsters and draws. Basically, if he doesn't have an A or a FF, I'm pretty sure he's done here 99% of the time.

My thoughts are that the pot is smaller, so my raise is smaller and risk is lower.

I mean, waiting until the turn to see what he does. If he checks he probably has nothing and you can bet and pick up the pot. If he bets again he probably has you beat and you can fold.
