No. You have two pair, and are well ahead of villain's calling range on the flop.
However, the check-raise now suggests that you're now behind.
When the check-raise on the turn comes, a 17/9/1 limp/calling UTG can't have a very wide range - I think it is almost precisely - JQs, 99, TT. The 1 PF aggression factor suggests that he is normally passive, and this is a huge amount of strength the villain is claiming.
Turn raises are almost always able to beat top pair; I can't imagine what you're ahead of here - only T9 and K9 (and weird bluffs) and I don't think they're in the villain's range.
