if your BR is 28k I don't see any reason why you can't jump right into 400NL with full stacks. Maybe play half your tables at 2/4 and half at 1/2. I wouldn't play half stacked unless you know what you're doing that way; you may end up crippling your winrate if you do that. I think you'll be a lot better off moving to 2/4 if you have the confidence to buy in full. Given your results thus far, you should be quite alright.
