Cocktail, Syrianna, Sin City, Alexander, et al. may be movies you didn't like, or even hated, but if they are the worst movies you've seen you should specify that you don't watch movies at all.
My Vote: Truly horrible movies generally get ruled out because they're so bad that they become hilarious. So the worst movie I've ever seen is one that runs right up to that line without crossing over, and is just painful.
McHale's Navy. The fact Tom Arnold is in it probably influences my opinion heavily. (except for True Lies, in which is was hilarious)
An example of a film so bad its good.
Gangland. This movie kicks ass on so many levels it just builds its own condo and tears it down. Seriously, get a bottle of whiskey and rent this flick with a few of your friends.
