Yeah it is. Pitchers can control three things: Strikeouts, walks, and home runs. Pitchers control home runs by not allowing hitters to absolutely shell them, not necessarily by depressing their flyball rates.
There are very good flyball pitchers - however, they're the ones that strike out at least 8 batters per 9ip. Flyball non-strikeout pitchers are not exactly what you want.

While I agree for the most part, I would change it to "Walks, Strikeouts, and getting hit hard." Home runs allowed is much more corrollated with FB ratio than with suckiness, not to mention Igawa has a good K rate and his K rate in Japan was sick.
