Not really. A large percentage of the population can't hear their phones well / are talking to others that have background noise / don't have a good signal and talk much louder on their cells than they do in person.

There are so many people out there who very obviously talk louder on their phones than they do to someone sitting across the table from them.
I can't imagine this is an isolated thing. This seems to be pretty consistent almost anywhere.
