I play at Foxwoods regularly and I believed that their policy was as the dealers say in your post. In spite of your beligerent attitude I tried to keep an open mind and did some research at Foxwoods this weekend while waiting for a table.
I talked to two Floor and one agreed with the dealers and one opposed them. The one who agreed with the dealers had gone through the dealer training herself when Foxwoods initially opened.
So then I went to the Floor supervisor thinking I would get the definitive answer. But he surprised me. His answer was "What would you like it to be?" !!! I told him I prefer that the last person to make an aggressive action (bet or raise) should show first regardless of what street. He then told me that was how he would prefer it as well but that he was going to look into what the official Foxwoods position was - and that he wanted to get everybody on the same page (apparently senior management sent a memo asking the Floor Supervisors to get all dealers and Floor on the same page).
I agree with you that Foxwoods has the worst dealers I have seen anywhere but not for the reasons you state. In this case, apparently, they all practiced what they were taught - and they can't read the minds of the Floor. Because Foxwoods pools dealer tips the best dealers are incented to leave and the worst dealers make more money than they should - so they will stay forever. As a result their average dealer is far inferior to those in any other card room I have played in (California and AC).
