No you pot the flop against observant players because it makes them think you [censored] up in allowing them in with their draw without you being able to reraise. If they aren't that observant they will still call with crappy flush / straight draws they probably would have folded if you'd been able to reraise.

The only value you will get unimproved on the river is against stubborn KKxx kind of hands so generally a check behind is best.
