While its certainly a possibility, it still does not explain how Sam makes his money. The origin of the rumor mill and any questions arising from it is the fact that Sam is a seemingly bad/losing player (in the context of the biggest games, at least), so having stakers wouldn't make much sense if he is never giving them this "good return" on their investments.
