You would not get to keep the lotto ticket and or winnings. Property bought with stolen money will be seized by the state. The victim would get their 10 bucks back and the state would keep the lotto winnings. Just like if I steal 200 and buy a bike, the bike would get seized. If they get 300 for the bike at auction, I don't get to keep the 100.
