I'm gonna hazard a guess that they look around at the tables and decide which one would make for the most compelling television-viewing experience.

That is correct. ESPN decides before each day starts, and those people have a note on their table to report to the ESPN table. Then throughout the day, if another notable table comes about, they will switch them up.
