That's absurd, Adam. Do we not go after car thieves because eventually they will get out of jail and just steal cars again anyway?
As Jeff said, reputations could be permanently ruined. That's a serious punishment in and of itself. Instead, guys like Jeff (and apparently you) are fine with these cheaters just continuing on with no consequences. Ask ZeeJustin if being caught had any consequences for him.
