Completely agree that that's what they should have done.

EDIT: It's not just that they didn't deliver, but that they didn't even give the guy warning or try to be nice about it. It would be different if the owner or hostess or someone had come over at some point before and talked to the guy and told him "I'm sorry, we made a mistake when we said we would sing happy birthday, our policy has changed, etc." But to just not follow through on what you said and act like the guy isn't supposed to notice is beyond douche.
