Are there any other areas that do this? I think this is so ugly, and just looks like crap, but for some reason builders around here have been doing it for the last 10-15 years or so.

Atlanta is huge on the 1-sided brick; in some nicer subdivisions u'll see 3-sided brick; so yeah, it's not just where u live
