SUBJECT AREA TO BE ADDRESSED: The subject areas to be addressed in these rules are: Amendments to the existing rules and potential new rules to address the play of dominoes, applications for a cardroom license, giveaways, jackpots, and prizes for players with specific combinations of cards, increase in wagering amounts, rules to implement play of Texas Hold’em with a buy-in of no more than $100 , and rule to implement tournament play. There may also be additional rule numbers created to implement changes to 849.086 FS.

SPECIFIC AUTHORITY: 550.0251(12), 849.086(4), (4)(a), (5), (6), (7), (8), (10), (11), (12), (13), (14) FS.

LAW IMPLEMENTED: 849.086, (4)(a), (b), (f), (6), (7)(a) FS. IF REQUESTED IN WRITING AND NOT DEEMED UNNECESSARY BY THE AGENCY HEAD, A RULE DEVELOPMENT WORKSHOP WILL BE HELD AT THE DATE, TIME AND PLACE SHOWN BELOW:

Notice the part I bolded, it looks like they are going to read the bill as a MAX buy-in.
Also look at the date. If the cardrooms are made to wait till the rules come down we may not see any changes till August.
