This is an absolutely horrible philosophy. If you have $700 in chips in front of you then you have $700.
If you bet it all you are risking $700.
I'm sure many players would be happy to have you at the table employing that kind of chip-spewy philosophy though.
It also has nothing to do with the legalization of poker in Florida.
