Dealer shouldn't be saying anything in this case. Just push the pot. Also, one player to a hand, so no other players should be saying anything. Same as when 4 or 5 of one suit hit the board and a dealer cannot/shouldn't say "who's got the highest <insert suit here>?"

Floor ruling was fine. Standard ruling is in order to claim any portion of the pot, even if you're playing the board, you must show both hole cards.
