My account says all withdrawal options are suspended for US members.
I am pretty sure you can receive them right away. Go make a request for full balance of your account. However, any pending transfers from jan 14-18 are no longer held by neteller, but by the US Gov. That july 13 update is almost certainly refering to these funds.
