yes. that situation is very similar to the situation that you have brought up. a moron who couldn't beat the game accused two guys who are friends of colluding.
anyone who knows anything understands that these two play each other HARD . if i recall correctly, the management at canterbary even conceded that there was no collusion, but they still must protect against even the APPEARANCE of collusion. basically, retards who can't win and don't understand why get to say "they cheated".

That's a great strategy... I'm going to start cheating with my brother... then if we caught I'll just say that we like to play against eachother "hard" before the flop to push any little edge. Then we like to check fold the flop when we realize that we drove everyone else out of the pot and there's no need for us to renew our brotherly rivalry after the flop.
