A couple of points:
1. Frist won't get past either the House or the Senate. His own party will throw him under the bus.
2. Volker turns 80 in the fall
3. There is zero chance that Volker (one 'e' not two) would be nominated by Bush is, on the face of it, absurd.
Don't get me wrong I think the world of Paul Volker but I think your supposition ignores some very tangible political realities.
