In the Party case, if I understand correctly, the second account was set up using his grandmother's information.

Anyone can set up both a NETeller and a Firepay account (using different e-mail addresses for each), and could create two accounts at poker sites by fudging some of the non-unique details (different name spelling, physical address across the street, etc.) Account A is funded by Firepay, and Account B is funded by NETeller. NETeller and Firepay both tie to the same bank account, but the poker sites can't see that.
