No, this gives them the right to keep your money if they think what you are doing is illegal. Why stop you when they will just confiscate? I would guess that what they think is illegal is what some government agency tells them is illegal and perhaps they haven't been told yet.
But any site that says that it has a right to keep your money based on their determination of something, anything, is not good.
