Suppose he had 72o UTG and AA on the button. He might limp in with 72o hoping someone would limp behind or raise. This might set up a raise or reraise by AA. The 72o hand could them fold, call, or reraise, depending on what is most likely to get other players to put money in the pot.
There are a lot of situations where you might call your own raises with junk hands. You could manipulate another player in a hand. If you wound up heads up, that would be a good oportunity for chip dumping.
