I dunno about "best", but it's very likely the most underrated album by any major band.
The other major contender IMO would be Zooropa (note that Goat's Head Soup & Presence for example are no longer underrated).
It's not depressing, but I do find Zooropa quite wistful & melancholy. I'm aware I'm in the tiny minority who like the album.
Sally Simpson(movie version) & The Dirty Jobs by The Who are good, if uptempo, depressing songs IMO.
Speaking of uptempo-depressing, there's always Too Young To Fall In Love & When Will It Rain, if it's possible for that genre to be what OP is looking for.
