At any rate, if it's true and the update on the Neteller website doesn't contain any more information than the email, would you think I'm on the right track, or completely off-base?

Sorry, I was just acknowledging that the site isn't updated yet. Which makes it pretty clear that this was thrust upon them.
You are on the right track... Cirrus doesn't want anything to do with gambling, even if its non US transactions. Apparently Neteller was informed by their "card provider"... I wouldn't be surprised to discover that company received a DOJ subpoena for records, which may have prompted this.
Additionally, I wonder if these cards were still being used in the US, by people who somehow have convinced Neteller they are non-US...
