Or we could just understand that our desire to put blame on people is a defense mechanism, and a strategy for preventing unwanted behavior. Who really cares if he is 'scum' or not? The point is, we don't want the psycho killer killing people, and we don't want the child molester molesting kids. Being loudly violent and indignant about it is a (probably ineffectual) scarecrow.
FWIW, people are probably about as 'able to control' their disgust, outrage and bloodlust WRT these criminals as the criminals are their desires.

If they can't control themselves then they should be committed to a prison or institution then becasue they are a danger to society
