I feel that this is one of the main points to fix before moving up above NL25. Even at NL25 there are many opponents who will notice lack of postflop aggression and will act accordingly.

My suggestions (just for flop raises...I'm in the middle of fixing this myself and I'm still working on turn and river):

<ul type="square">[*]raise when villians min-donk the flop even if you are on a draw or have nothing. You don't need to raise proper pot size. Just raise to what you would have cbet to if they had checked.[*]raise sometimes when villian cbets and you have a good hand. This one is tricky because you will lose villian often but you will get respect on the table and once in a while they will call you down with middle pair.[*]raise when you are on a draw in position and want to see both turn and river. Your raise will frequently buy you a free card.[/list]
