i think the reasonable suggestion is for them to ask before voting on the floor about what effects might be felt in terms of relations/economy if the wto imposes sanctions in response to the usa knowingly violating its ruling. saying, "i'm a gambler and i like to gamble!!" isn't much of a sell imho.

"I pay state and federal taxes on my online poker winnings, and it is not a trivial amount."
