being "pro-gambling" isn't a very defensible for a politician, especially since the rake is getting siphoned off into other countries' economies.

i think the reasonable suggestion is for them to ask before voting on the floor about what effects might be felt in terms of relations/economy if the wto imposes sanctions in response to the usa knowingly violating its ruling. saying, "i'm a gambler and i like to gamble!!" isn't much of a sell imho.
