There could be an awesome joke in here.
"guy needs to fly his dog to mexico, and is too cheap to pay to ship it, so he decided to get a fake "service dog jacket" and have the dog wear it so he can get the dog on teh plane, ya know like the blind have, ...yada yada yada, dog ends up servicing a gaurd.
